Congress was supposed to approve a budget for the fiscal year by October 1, 2013.  A fiscal year is the monetary or business year for the United States.  But unfortunately, Congress didn’t. So for two weeks the government had to shut down.  Some people had to go to work without pay. Some people couldn’t go to work at all.  The days workers couldn’t work were called furlough days. Museums, memorials, and “unessential organizations” were shutdown. Not all of the economy is affected, but do you know who wasn’t affected AT ALL—Congress, the culprit responsible for this whole problem.  All 535 members had a continuation of pay.
